AI Readiness and Special Education in Florida

Connecting IEP Transition, Workforce Preparation, and Economic Opportunity

Research Question

As AI changes the skills and pathways associated with workforce readiness, is Florida’s special-education transition system ; and its connection to the state’s broader education and workforce infrastructure ; equipped to prepare students with disabilities for what comes next?

Evidence Base
  • State-reported IDEA Part B performance data (Indicators 13 and 14), read as reported rather than re-estimated.
  • Florida statute and rule governing transition planning, graduation pathways, and career and technical education.
  • Publicly documented state AI, workforce-development, and credential-attainment initiatives.
  • Agency and program documentation describing how education, workforce, and vocational rehabilitation systems interact.
Finding

Innovation exists; system integration remains unestablished.

What the Data Does Not Show
  • Indicator 13 measures whether transition plans contain required elements ; not whether the planned services were delivered or produced results.
  • Indicator 14 outcomes are reported at a level that does not show whether a post-school placement is durable or aligned with the student's transition goal.
  • AI-readiness and credential initiatives are not consistently described in terms that include students served under IDEA.
  • The public evidence reviewed does not establish a complete statewide individual-level pathway connecting transition planning, VR and Pre-ETS participation, credential attainment, employment, and wages. The absence of a publicly verifiable linkage is a limit of the public record, not evidence that no such linkage exists.
Policy Options ; No New Legislation Required
  1. 01

    Report existing transition data together

Present Indicator 13 and Indicator 14 results alongside credential-attainment and workforce-program data already collected, so the connection between planning and outcomes becomes visible without new reporting mandates.

  2. 02

Name students with disabilities inside existing AI-readiness work

Where state AI and workforce-readiness initiatives already exist, include disability-transition populations explicitly in their guidance and implementation materials.

  3. 03

Use existing interagency structures for pathway alignment

Route coordination between education, workforce development, and vocational rehabilitation through interagency bodies that already meet, rather than creating a new entity.

Methodology & Limitations

This analysis is a policy review of publicly available state-reported data, statute, rule, and program documentation. It does not establish causation, re-estimate state figures, evaluate individual districts, or make claims about any individual student. Compliance figures are reported as the state reports them. Where the public record does not show a connection, that is reported as a limit of public verification ; not as proof that the connection does not exist.
