Deborah Esther Brooks is a policy & legislative analyst and strategic advisor working across children & families, neurodiversity and disability policy, education, and public systems. Her practice pairs research synthesis with implementation experience inside government.

She currently supports legislative research and bill development in the Office of Texas State Senator Carol Alvarado. She began in legislative-facing research at the Earl Carl Institute, Texas Southern University, building a juvenile justice and child welfare policy portfolio, then moved into government service as a Policy Analyst for Harris County, supporting federal compliance oversight for a $180M+ ARPA portfolio.

Her 2026 article, “The Algorithm and the IEP: How State Big Tech Regulation Is Failing Neurodiverse Students,” appears in the Journal of Statesmanship & Public Policy. Her current policy analysis covers Florida ESE teacher shortages, IDEA compliance, Early Steps/Part C, disability discipline disproportionality, and 2027 policy options. She is completing an MPA in Law & Public Policy at Liberty University, with conferral expected Fall 2026, and is a Memorial Foundation Fellow, Cohort II.

She is also an author and the founder of God Factor Consulting LLC, a governance advisory practice, and CALLED OUT MVMT, a Christian venture studio helping professionals incubate, validate, and launch their first venture in less than a month.
